Be careful in making any payments to dating sites - If you are going to pay for a service of an online dating site, you need to be assured that the site has enough genuine profiles to choose from. Check weather the site is a popular one. You can check the country Alexa rank & Google page rank of the website to have an idea of the popularity and the quality of the site contents. You can also visit local forums and see what people are saying about the site. Another method is to Google about the site, add the word "scam" after the website name and search in the Google to see whether there are adverse comments by the users of the site.
